NCDEQ Division of Marine Fisheries to hold public hearing on proposed shellfish leases in Carteret County on March 13
The N.C. Department of Environmental Quality’s Division of Marine Fisheries will hold a public hearing on proposed shellfish leases in Carteret County at 6 p.m. on Thursday, March 13. The hearing will be held in-person at the N.C. Division of Marine Fisheries Central District Office, 5285 Hwy 70 W, Morehead City and by Webex.
The public hearing will be about the following proposed shellfish lease applications:
Jacob Milchuck has applied for a 6.17-acre shellfish bottom and water column lease in Adams Creek (24-005BL/24-006WC).
C.I. Salts Oyster Company, LLC, Ralph W. Brittingham, Jr., has applied for a 4.22-acre shellfish bottom and water column lease in North Bay (24-007BL/24-008WC).
35 North Mariculture, LLC, Isaiah Smith, has applied for a 5.2-acre shellfish bottom and water column lease in North Bay (24-01 1BL/24-012WC).
Peerless Oyster, LLC, Frank Milchuck, has applied for a 5.78-acre shellfish bottom and water column lease in Adams Creek (24-017BL/24-018WC).
Beaufort Shellfish Farms, LLC, Tiffany and Jason Smith, has applied for a 5.01-acre shellfish bottom and water column lease in North River below Hwy 70 bridge (24-030BL/24-031 WC).
Bryan L. Snyder has applied for a 2.98-acre shellfish bottom and water column lease in White Oak River (24-032BL/24-033WC).
Changing Tide Renovations, LLC, Mason Allen, has applied for a 7.69-acre shellfish bottom and water column lease in South River (24-036BL/24-037WC).
UNC Institute of Marine Sciences, Thomas Clerkin, has applied for a 0.97-acre shellfish bottom and water column demonstration lease in Newport River (24-038BL WC-RD).
The areas will be marked at each corner as a Proposed Shellfish Bottom Lease and/or Water Column Lease with the above numbers.
The public may comment on the above lease applications in person at the hearing or by Webex. Those who wish to comment in-person should sign up on-site between 5 p.m. and 6 p.m. the night of the hearing.

The public may also comment on the proposed shellfish leases in writing.
Written comments will be accepted until 5 p.m., Friday, March 14 and may be submitted two ways:
- Online Comments – Written comments will be accepted through an online form available at deq.nc.gov/carteret-county-shellfish-lease-hearing-comment-form
- Mailed Comments – Written comments may be mailed to the N.C. Division of Marine Fisheries, Shellfish Leases, P.O. Box 769, Morehead City, NC 28557.
