Summary
Water relates to the key operational priorities toward achieving the Sustainable Development Goals (SDGs). The water and sanitation sector often lacks substantial funding due to fiscal constraints, and low-cost recovery makes it difficult to attract commercial investments. Long-term financing solutions for attracting more commercial finance alongside increased public funding are important for resilient water infrastructure and the transformation of water services and infrastructure in Asia. To address these challenges, ADBI has designed an e-learning course to help policy makers navigate the complex challenges related to water sector resiliency in Asia and the pacific.
The e-learning course will comprise modules developed by distinguished experts in the water sector from international organizations and academia, such as ADBI, the Asian Development Bank, the National University of Singapore, and Global Water Intelligence/WatSan Analytics.
Participants will critically discuss obstacles to water security and resilience in Asia and the Pacific. Topics include economic analysis of water projects, key financing sources and long-term financing strategies, the private sector’s role in transforming water services, and a successful case study on the transformation of water services using the public–private partnership (PPP) model. The discussions will allow policy makers to answer critical questions:
- What are the obstacles that stand in the way of water security and resilience in Asia and the Pacific?
- What more can governments and the private sector do to address these pressing concerns?
- How do we close the financing gaps in water infrastructure development? What can be learned from those who have succeeded?
Objectives
- Understand the critical role of water in socioeconomic development and the challenges faced in providing access to clean water and sanitation
- Learn the fundamentals of infrastructure financing, including its characteristics and structure, and gain hands-on experience in conducting financial analysis
- Discuss the best practices in long-term financing mechanisms and private sector involvement for sustainable water infrastructure development
Target Participants
ADBI welcomes applications from government officials, policy makers, thematic experts, researchers, and practitioners. Women are encouraged to apply.
Participants who complete all the workshop sessions and provide post-event feedback will receive a certificate of completion from ADBI.

- Networking and knowledge-sharing on water sector project approaches among academia, government officials, and experts, leading to stronger regional cooperation
