Needs Assessment for Energy Efficiency Services for Low-Income Households and Overburdened Communities
The Washington State Department of Commerce hereafter called “COMMERCE,” is initiating this Request for Proposals (RFP) to solicit proposals from organizations interested in participating in a project to assess the needs and opportunities for energy efficiency services to low income households and for overburdened communities (see definitions Section 1.7).
