Government prepares new public procurement system

Luanda, ANGOLA, November 27 - The Angolan government is working to create a public procurement system to ensure that state funds are used correctly and efficiently, the minister of State and head of the Civil House of President of Republic said Tuesday in Luanda, Frederico Cardoso.,

The Minister of State who was speaking at the Eighth Annual Conference of the Strategic Organizations of Internal Control of the Community of Portuguese Speaking Countries (OECI-CPLP) said that the new procurement system is part of the ongoing reforms in the model of execution of the General State Budget (OGE).

This system will be accompanied by the decentralization process of the public contractors to be awarded by the entities and at the levels of competences required by law.

According to Frederico Cardoso, the executors of public spending must observe the principles of legality of acts practiced, of honesty, efficiency, effectiveness, economy, rationality, ethics, austerity, transparency and regular accountability.

In compensation for the strict observance of these facts, the leader provides for the possibility of fraud, corruption and waste to be minimized.

In order to achieve this, he said that the Government will establish rules for the execution of public expenditure that are increasingly clear and that foster competence and transparency.

To this process, he said, there will be followed an investment for the upgrading and qualification of public administration personnel, as well as regulate the performance of internal and external audits of institutions that execute public spending.

The Government is committed to improving accountability mechanisms and recording decisions taken at the various levels involved in the execution of public expenditures.

The VIII Annual Conference of the Strategic Organizations of the Internal Control of the Community of Portuguese Speaking Countries (OECI - CPLP) runs from 27 to 30 this month, under the motto "Control of the Execution of Public Expenses".
