Parliament gives green light to coercive repatriation and widespread loss of property
At the initiative of the Government, the document aims to create a normative framework that allows the Angolan State, after the period established for voluntary repatriation, to coercively repatriate financial resources deposited abroad.
The draft law also provides for the loss in favor of the movable and unmovable assets and financial assets that are found abroad and in the national territory, acquired with money unlawfully removed from the Angolan State.
The Government justifies that the proposed Law results from the need to provide the investigative and procedural bodies with instruments to deal with cases in which the State's assets have been harmed.
The Law applies to property located inside and outside the country resulting from illicit activity in which the State has been harmed and goods of any nature whether movable, immovable assets or financial, even if such property has been transferred free of charge or whimsy value for third person.
UNITA, the main opposition party in Angola, voted in favor of the document, and hopes that the Angolan State will share its estimate of the results it intends to achieve and understands that the application of this law can only have a largely positive balance.
According to Adalberto da Costa Júnior, the Angolan state has the substantive means to succeed in this endeavor and should count on the help of its party "because it has produced vast documentation, with names, acts and facts, which will not work unless the Government wants to cover up the launderers of public goods. "
He reported that the UNITA parliamentary group had received, by the way, a wide dossier for days, with names, contracts and photos of embezzlement and robberies.
The overall final vote on the proposed Law on Coercive Repatriation and Extended Loss of Goods was held during the first ordinary plenary session of the second legislative session of the National Assembly, chaired by National Assembly speaker, Fernando da Piedade Dias dos Santos.
