Government appeal for criminal measures to discourage theft of public property

Huambo, ANGOLA, August 30 - The Local Governance Council meeting this Wednesday in Huambo city, under the guidance of President João Lourenço, recommended the application of criminal measures to discourage the theft and vandalism of public property.,

To this end, it has agreed to set up working groups at provincial level with similar aims and structures to ensure the application of such criminal measures so as to discourage the theft and vandalism of public facilities such as hospital, school and public facilities, among others.

The meeting also considered a memorandum on the implementation of the Local Financial Regime, which reports on actions already undertaken and in progress to consolidate the strengthening of Financial Deconcentration, namely, the creation and operation of the Municipal Portal, the training of administrators’ assistants to the Budgetary Finance area and other managers of urban units.

The final communiqué of the session, to which Angop had access, states that the new Local Financial Regime aims to equip Local Government Agencies with instruments that will enable them, by their own means, to collect and manage revenues that are indispensable to the pursuit of the public interest and the satisfaction of the needs of the community, at the level of the province and the municipality.

In the context of public works, the Council examined the Five-Year Plan for the sector 2018-2022, which defines a series of actions to be taken in the fields of road infrastructure, public buildings and monuments, as well as integrated infrastructure and special engineering works.

The Council also examined a memorandum on the protection of the Porto Amboim coastal line in order to prevent coastal erosion, infrastructure degradation and protection of the urban area.

  The Local Governance Council (CGL), whose first working session is held in Benguela province, is an auxiliary collegial body of the President of the Republic, in formulating and monitoring the implementation of governance policies of the State Administration at local level.
