Awarded by the Health and Human Services (HHS) Centers for Medicare and Medicaid Services (CMS) in April 2016, the Strategic Partner Acquisition Readiness Contract (SPARC), and the Indefinite Delivery/Indefinite Quantity, (IDIQ) is a $25 billion performance-based contract. Although task orders have not yet been issued due to protests currently under review by the Government Accountability Office (GAO), the slight delay is giving SPARC awardees a rare opportunity to get key contract compliance elements in place and business systems synched for seamless contract execution.
