U.S. Sen. Kelly Ayotte and Special Inspector General for Iraq Reconstruction Stuart Bowen to discuss lessons learned in contracting from Iraq and Afghanistan

WASHINGTON, D.C., May 20, 2013 — A panel of experts will examine the reliance on contractors to fulfill governmental and civil society functions by looking at wartime contracting during the U.S. involvement in Iraq and Afghanistan on Thursday, May 23, from noon to 1:30 p.m. The panel will include U.S. Sen. Kelly Ayotte, Special Inspector General for Iraq Reconstruction Stuart Bowen, former U.S. Rep. Chris Shays, Richard Beutel, senior counsel from the U.S. House Committee on Oversight and Government Reform, and Moshe Schwartz, specialist in defense acquisition policy from the Congressional Research Service.

The panel, sponsored by the ABA Section of Administrative Law and Regulatory Practice, will provide an overview of:

  • Issues encountered in the history of U.S. government contracting in Iraq (and the region);
  • Host government and foreign policy implications;
  • A comparison of best practices in U.S. government and private sector contracting;
  • Relevant legislation in Congress and applicable regulations; and
  • Legal issues encountered in a context of waste, fraud and corruption.
