The San Francisco Public Utilities Commission (SFPUC) approved the CleanPowerSF community choice program, which is expected to begin as early as July 2012. Community choice aggregation is a state policy that enables local governments to aggregate electricity demand within their jurisdictions in order to procure alternative energy supplies while maintaining the existing electricity provider for transmission and distribution services.

San Francisco utility customers will have the option to purchase 100% renewable electricity through CleanPowerSF. Customers may opt out of the CleanPowerSF program, and continue to receive generation from the city's current utility, Pacific Gas & Electric (PG&E). Utility customers electing to opt out of the CleanPowerSF program and stay with PG&E will have four months, two before the program's launch and two after, to opt out. After the opt out period customers may have to pay an exit fee.
