Yes, someone may collect passports on your behalf but they must have ALL of the following documents:

Representative collecting for an applicant 21 + years:

• The representative’s original government-issued photo ID.
• A copy of the passport holder’s valid government photo ID.
  • An original authorization letter signed by the passport holder, authorizing the representative to collect the passport.

Parent collecting for their children (under 21):

• The parent’s original government-issued photo ID.
• A copy of the family book or birth certificate for each passport holder.
• An authorization letter signed by the father.

Representative collecting for children (under 21):

• The representative’s government-issued photo ID. (No copies)
• A copy of the father’s government issued ID.
• A copy of the family book or birth certificate for each passport holder.
• An authorization letter signed by the passport holder’s father.
