Gazprom Neft signs an agreement with the Government of the Perm Krai on developing the region’s road network

Gazprom Neft has signed a Cooperation Agreement with the Government of the Perm Krai on supplying the region with bitumen materials — the document being signed by Alexander Dyukov (CEO, Gazprom Neft) and Dmitry Makhonin (Governor of the Perm Krai) at the 2021 St Petersburg International Economic Forum.

The agreement envisages increasing the region’s supplies of Gazprom Neft’s advanced bitumen materials, to be used in roadbuilding, industrial construction and housing and utilities. Gazprom Neft bitumens supplied to the Perm Krai in 2020 reached 35,000 tonnes — a 15% increase year-on-year, most of this being high-tech bitumen materials.

The Perm Krai is currently implementing a series of major infrastructure projects under the national “Safe and High-Quality Roads” initiative, as well as under the federal “Bridges and Overpasses” project. In order to extend road surfaces’ service life Gazprom Neft will be producing a selection of individually formulated bitumen and asphalt mixes, adjusted in line with the region’s climate and traffic loads. Testing of innovative components will be undertaken at laboratories at Gazprom Neft’s Bitumen Science and Technology Centre in Ryazan, with the best formulations being tested on test-roads in the Perm Krai. The company will also be looking into scope for using its own soil-stabilisation and cold-in-place technologies in in roadbuilding and repair.*

“The Perm Krai is a successful region, with a strong economy, that continues to show active development. Major infrastructure projects are now being implemented throughout the Krai, for which high-quality construction materials have to be guaranteed so that coverings on new roads, bridges and overpasses are durable and long-lasting. Gazprom Neft always selects individual formulations for the bitumens and asphalt-concrete mixes it supplies, in line with local climate and traffic loads. The same approach will be used in the Perm Krai. We have already demonstrated the quality of our products on many of the country’s infrastructure projects. I am sure local residents too will appreciate the quality of roads built using our bitumens.”

Александр Дюков Chairman of the Management Board, Gazprom Neft

“Gazprom Neft supplies with around 30,000 tonnes of bitumen materials a year to the Perm market, for construction around the Kama river. The company stands ready to increase supplies of advanced bitumens under this agreement. There have also been discussions on Gazprom Neft getting involved in roadbuilding through public—private partnerships — including, specifically, on the Perm Northern Bypass project, currently under governmental review.”

Notes for editors

* Cold-in-place recycling (CIR) is a road building and repair technique that involves re-ground hardcore being mixed with special bitumen-based stabilising additives to allow an existing or previous asphalt road covering to be used as part of a new one.
