CHICAGO, Aug. 2, 2013 — From the Sept. 11 terrorist attacks to Hurricane Sandy, human-made and natural disasters present not only challenges but opportunities in the areas of affordable housing and community economic resilience.

Building Community Resilience Post-Disaster offers planners and other stakeholders a one-stop resource guide on how to enhance economic development after a tragedy, such as a tornado, hurricane, wildfire or terrorist attack. The new book from the ABA Forum Committee on Affordable Housing and Community Development Law and ABA Publishing provides post-disaster legal and regulatory frameworks, important lessons learned from prior disasters and tools to foster the recovery of affordable housing and community economic development.

The comprehensive book includes contributions from the general counsel and staff of the U.S. Department of Housing and Urban Development, as well as a range of housing and community economic development specialists. It provides those in the field and others with detailed case studies of natural and human-made disasters to assist in developing disaster recovery plans that are effective and equitable.

Some of the topics include federal post-disaster financing and funding programs; the roles of state and local governments, nonprofits and religious organizations; public housing restoration and demolition; and opportunities to expand workforce development.

Building Community Resilience Post-Disaster is edited by Dorcas R. Gilmore and Diane M. Standaert. As assistant general counsel in the NAACP legal department, Gilmore represents the NAACP national office and assists its more than 1,000 branches and units nationwide. Prior to her current position, Gilmore was a Skadden fellow and staff attorney at the Community Law Center. Standaert is a senior legislative counsel at the Center for Responsible Lending and works with stakeholders and policymakers to curb predatory lending. The Center for Responsible Lending is the policy and research arm to Self-Help, the nation’s largest community-development financial institution.
